[edit]My change to the number of years he chaired the House Select Committee on Small Business and the House Committee on Small Business (which may be one & the same, the committee perhaps having been elevated to full standing status with Evins continuing as chair - that part is speculation on my part for lack of evidence) - but the number of years he chaired each committee is on the strength of Congress' information on Evins located here:
